Implementasi Kartu Pintar dalam Pelayanan Publik di Desa Sengkuang Jaya Perspektif Maslahah Mursalah

The digital transformation of rural bureaucracy is a strategic necessity to enhance the quality of public services. This study examines the implementation of the "Smart Card" system in Sengkuang Jaya Village and analyzes it through the lens of Islamic law, specifically the Maslahah Mursalah perspective. Using a qualitative field research method, data were gathered through observations, interviews, and documentation. The results indicate that the Smart Card system has significantly improved administrative efficiency by integrating population data and accelerating service delivery times. Despite challenges such as digital literacy gaps among the elderly and limited internet infrastructure, the village government has implemented effective mitigation strategies. From an Islamic legal standpoint, this innovation is categorized as Maslahah Hajiya, as it serves the public interest (al-maslahah al-’ammah) by removing administrative difficulties and aligning with Maqasid al-Syari’ah principles, particularly in protecting property (Hifz al-Mal) and life (Hifz al-Nafs). This study concludes that the Smart Card serves as an ideal model for digital village transformation that remains grounded in human and spiritual values.
